We have a city ordinance that arsdesdes distracted driving. I have never read it (nor have I seen it published in its entirety. Perhaps a local publisher could help with that).I am not sure how far that ordinance goes, but I hope it covers distracted driving for any reason, including applying makeup, reading books, using in-car devices, falling asleep at stop lights, a wasp stinging the driver, or other things that cause a danger to other drivers or create an impediment in traffic. Any action from the ordinance should come from observation by law enforcement that a vehicle is being operated dangerously or is an impediment to traffic. We have some state laws like that already, like DUI laws, that apply to specific reasons a driver could be operating dangerously. A city ordinance that covers distracted driving, for specific reasons, as a broadly defined offense, with a ticket or a fine, would make me feel better.
